Why MCI Screening Test Question paper is not provided to the student after the Exam?

Y FMGE Qn paper NOT provided to studnts aftr exam?

(i)Why MCI Screening Test Question paper is not provided to the student after the Exam?
(ii) Why post graduate level questions are asked in the screening test for under graduate candidates?
(iii) Why questions are asked in the screening test from outside the syllabus given in the information bulletin?
(iv) Why are some questions asked on same subject leaving out other subjects?
(v) Why are students not being allowed to take away question papers after the exam?

These are some of the Qns that were asked to NBE (NATBOARD) & MCI by some candidate by making use of the law “right to get information”.
The replied in the folloing way
The Respondent (NBE) submitted that many candidates who obtain degrees from Russia and CIS countries and who appear for the test held by NBE to be registered with MCI are not qualified to be Doctors since they get their degrees from Colleges/Institutes which fall below the Indian Standards. He stated that FMGE screening test has multiple choice questions and that the key lies with the NBE and that the answer sheets are evaluated by the computer which scan them and then categorizes them into those above 50% and below 50% marks. Verification is done by the experts manually on a random basis. The screening test which is required to be undergone by the candidates is the same as that conducted by AIIMS for candidates desirous of admission to post graduate courses in the Institute. The question papers cannot be revealed to the public since the subject being so technical, the questions are limited in number and are repeated often. Also to maintain a high standard, the questions are prepared after getting inputs from different Hospitals/Colleges and then are selected by a group of experts….

The Respondent (NBE) also pointed out that whereas all other exams are
undertaken to seek admission to a study offered by the Institution, the FMGE examination is conducted by the Board in public interest to screen the academic competence of the Doctor who is entrusted with the lives of prospective patients.
The Commission also holds that the disclosure of question papers to the Appellant is exempted under Section 8 (1) (d) of the RTI Act since the papers are prepared after an intensive consultative process while paying attention to the quality of questions and other security measures in the light of the fact that questions are limited, with the subject being so technical.

This was the answer given by NBE as a reply under the RTI (Right to information) rule.

We all had the above asked questions in our minds and it was sometimes discussed in the forums too. Now, the answer is given right away by the NBE itself. Give special attention to these lines…

“– The question papers cannot be revealed to the public since the subject being so technical, the questions are limited in number and are repeated often.
–The screening test is the same as that conducted by AIIMS for candidates desirous of admission to PG courses in the Institute”

What does that tell us?
1. There is a great chance for the previous questions to get repeated.
2. There won’t be any compromise in the standards of the Questions being asked
(That’s good too)

ok thats a good news.. but i disagree with the standard and the repetation

in 2008 march exam ,the result was nearly 60%, but 2007&2008 sept exam it was normal below 10 %.what happened all of a sudden, the march 2008 guys all turned out to be genious or the nbe didnt KEEP UP THEIR STANDARDS?

do nbe really have a standard level ,by mach 2008,i was just trying to say about one of their extreame,thats average,normal or lw standard qs thru out the paper.what if they go for their other extreme next time, all high standards?

i heard that sept exam was always tough than march,if they have a standard ,how come this easy and tough thing?

now about repetation,we have question papers frm 2002 to 2008 with us ie around 14 papers,i really dont know what % of questions r being repeated. can you check?

i heard the topics are being repeated but last time there were no qs fom their usual topics.

If they want to check the standards of doctors working in inda, i think they shud also check the standards of those graduating from private colleges, as i know many many classmates of mine who got into private colleges and have graduated, but are definitely not of the so-called Indian standard.

I am not saying that ALL those studying in Indian private colleges are bad, exactly as not ALL those graduating from foreign medical universities are bad.. It just seems unfair that FMGs are REQUIRED to write an exam, whereas Indian graduates are not.

If standards really need to be checked, and if NBE was worried about the quality of each and every doctor working in India, they should have a standardised exam (like in other countries), not just one for FMGEs.

I am in no way criticizing Indian pass-outs. I actually admire those who got into a medical college by merit. Hats-off to you. What really bothers me is that there are approx 50% of those passed out from private medical colleges and maybe a larger % of FMGs, who might not be qualified enough. I being an FMG myself agree that there should be a standardised testing way, BUT it should be a non discriminating basis.

emm what does the above statement means?that the exam be over by 4pm in the evening,and around 2000-2500 students appear for the exam,and the result is publised around midnight,i.e with in 8 hours after exam and the nbe says that “the experts” do the verification manually of these 2500 students in less than 8 hours, are you sure the source of the news is genuine?

Yaa even i agree wid u . Private college students and most of the doctors who are believing that they already became doctors getting into those prestigious colleges , stopped studying and building up their hype . Government of india must also check the standards of the Indian studied medicos . I can say atleast 30% will not be able to clear the exam . And these great doctors and going to become great n richest persons .All these are facts and going to happen soon in near future .
MCI exam is now conducted for just limiting the students entering into india . And soon i guess lots of changes are going to come in this exam . Because medicos of india are not good to welcome FMG . I think im correct .

Yea.. I too personally support u- There should be an exam which is to be written for every one who finishes MBBS and wants to practice in India- both the indian students and the FMG’s. (Just like USMLE)
But I’m afraid, it won’t happen in the near future. we can just hope, but…….I’m not expecting any change in the system …

What u have said is true. NBE made a false statement about the standard of the exam. They never keep it in consistent. We have often noticed that the March exam is easier but the September exam is very tough. Unfortunately we can’t question them. There’s only one answer for it- It’s India & NBE is an autonomous body under Indian Govt. What I hope is that, they will keep the standard of the exam consistently.

Then, about the repetition- what they said seems to be correct. There are many questions usually repeat every time, but not exactly from the previous FMGE exam papers, but mainly from the previous Indian PG entrance examinations. I have noticed several Qns like that when I did questions from the MCQ books (AAA Series & PG+) which are meant for PG entrance. The most important thing to be noted is that there are ofcourse some very high yield areas from where qns usually come.
For example, in PSM- Case control & Cohurt studies, sensitivity, specificity, PQLI, HDI, Measurement of variance, etc.
in internal medicine, hepaptitis, acid-base imbalances, etc., like that.
Then about the last exam (Sep, 2008), I can point out some Qns that are repeated-
1. Koplik spot
2. Notochord
3. IG crossing placenta
4. herd Immunity
5. Uterus poition
6. Anemia
7. Apoptosis (That Qn is exactly repeated even with the same options (Jipmer-2002)
8. factros of blood coagulation
9. Bell’s palsy (A Very High yield area)
10. TOC for Gastric ulcer?
11.Hormone in milk secretion

See, these are the Qns that I noticed repeating when I went through the 32 Qns asked last time- 11 out of 32. For me, I have done only 7 subjects out of the total 19 in my college so far. So, don’t know about the Qns that came from the other subjects like Internal medicine, Surgery, etc. , and whether they were repeated or not. Are u convinced now?????

As you are aware that its India and usually to win a case in the court, the Govt. officials or authority would say whatever they like, no matter whether it’s genuine/true or not. We have seen such cases several times in the newspapers, right?
So, here the news source is genuine ( I took it from the Indian govt. site- www.cic.gov.in -Central Information Commission which deals with the Right to Information law[Sometimes, this site doesn’t open in China. If so, use some proxy sites. This particular article can be downloaded from http://cic.gov.in/CIC-Orders/AD-27112008-06.pdf ]). Inorder to win the appeal against NBE, they said something which mis not absolutely true in real, but looks like real before the legal authority.
Then why I posted it here is because we will know how NBE itself respond to those questions which we too had in our mind for a long time. They had to answer this time just because the appellant went legally. If it was asked directly, we could never expect a response from NBE, right?

We know the results are published in the same day midnight. From that it’s somewhat clear that there is no manual checking of the papers (Unless there are some supermans working for NBE) . Only the first part they said is correct- Its done by computer. And go thorugh their statemnt more carefully-
“Verification is done by the experts manually on a random basis. See, it’s a random base checking (that’s the loop hole for them)

Case
The RTI request filed on 9.4.08. The Appellant requested for a Xerox
copy of his answer sheet for the FMGE screening test in which he appeared in
March 2008
. The CPIO replied on 3.5.08 stating that there is no provision of
providing the answer script of FMGE screening test to the candidate in NBE
rules. The Appellant then approached the CIC
The Appellant requested for a copy of his answer sheet since he was
convinced that he did very well the third time he appeared in the
screening test. He stated that he got his degree from Ukraine and
wished to know how many marks he got in the screening test the last
time he appeared for it since the only information he received was that
he had failed the test.
The Respondents (NBE) submitted that many candidates who have obtain
degrees from Russia and CIS countries and who appear for the test
held by NBE to be registered with MCI are not qualified to be Doctors
since they get their degree from College/Institutes which fall below the
Indian Standards. He stated that FMGE screening test has multiple
choice questions and that the key lies with the NBE and that the
appellant will not gain anything from getting the answer sheet. The
Respondent also submitted that the answer sheet are evaluated by the
computer which scan them and then categorizes them into those

manually on a random basis. The screening test is required to be
undergone by the candidates is the same as that conducted by AIIMS
for candidates’ desirous of admission to post graduate courses in the
Institute.
The Respondent (NBE) further submitted the answer script contain
certain specific security/protection marks on it which, if shared with
the public, would lead to a compromise with the security and
confidentiality of the examination process since the question are
limited and have to be repeated, the subject being so specific. The
Respondent further stated that the answer sheets would not indicate
anything more than ‘passed’ or ‘failed’ on them and hence will not be
of use to the Appellant. The Respondent also pointed out that whereas
all other exam are undertaken to seek admission to a study offered by
the College or Institution, the FMGE examination is conducted by the Board in Public Interest to screen the academic Competence of the
Doctor who is entrusted with the lives of prospective patients. The
Respondent also submitted that as per policy of the National Board of
Examination, the FMGE answer sheet are not re evaluated.

The Central Information Commission noted that the (NBE) National Board of Examination, has denied the answer sheet to the Appellant because of the Security
mark/coding on it. The Commission, therefore, directs the NBE to
provide a certified copy of the Appellant’s answer sheet to him, as
requested by him in his RTI application, after serving from it that part
which is exempt from disclosure (the security/protection marks)
as per
section 10 (1) of the RTI Act.

9. The information to be provided to the Appellant within 15 days of
receipts of this Order.
