Why MCI Screening Test Question paper is not provided to the student after the Exam?

(ii) Why post graduate level questions are asked in the screening test for under graduate candidates?
(iii) Why questions are asked in the screening test from outside the syllabus given in the information bulletin?
(iv) Why are some questions asked on same subject leaving out other subjects?
(v) Why are students not being allowed to take away question papers after the exam?
These are some of the Qns that were asked to NBE (NATBOARD) & MCI by some candidate by making use of the law “right to get information”.
The replied in the folloing way
The Respondent (NBE) submitted that many candidates who obtain degrees from Russia and CIS countries and who appear for the test held by NBE to be registered with MCI are not qualified to be Doctors since they get their degrees from Colleges/Institutes which fall below the Indian Standards. He stated that FMGE screening test has multiple choice questions and that the key lies with the NBE and that the answer sheets are evaluated by the computer which scan them and then categorizes them into those above 50% and below 50% marks. Verification is done by the experts manually on a random basis. The screening test which is required to be undergone by the candidates is the same as that conducted by AIIMS for candidates desirous of admission to post graduate courses in the Institute. The question papers cannot be revealed to the public since the subject being so technical, the questions are limited in number and are repeated often. Also to maintain a high standard, the questions are prepared after getting inputs from different Hospitals/Colleges and then are selected by a group of experts….
So, here the news source is genuine ( I took it from the Indian govt. site- www.cic.gov.in -Central Information Commission which deals with the Right to Information law[Sometimes, this site doesn’t open in China. Inorder to win the appeal against NBE, they said something which mis not absolutely true in real, but looks like real before the legal authority.
Then why I posted it here is because we will know how NBE itself respond to those questions which we too had in our mind for a long time. They had to answer this time just because the appellant went legally. If it was asked directly, we could never expect a response from NBE, right?
We know the results are published in the same day midnight. From that it’s somewhat clear that there is no manual checking of the papers (Unless there are some supermans working for NBE) . Only the first part they said is correct- Its done by computer. And go thorugh their statemnt more carefully-
“Verification is done by the experts manually on a random basis“. See, it’s a random base checking (that’s the loop hole for them)
